Depending on what you are applying for your application must be submitted to either the New Jersey State Police Firearm Application and Registration System (FARS) and/or through the New Jersey State Police Concealed Carry Permits Portal.

All conceal carry permit applicants must have a Firearms Identification Card or have been previously fingerprinted for firearms, along with knowing their SBI number. This means you do not need to be fingerprinted for the initial or renewal of a permit.

  • You will need to come to Police Headquarters and pay the $150. fee via cash, money orders, or check made out to the “Township of Parsippany”. These fees are non-refundable. Applications will not be processed until the fee is paid.
  • Once you submit the completed paperwork, you will be placed in our queue to have your background check completed. The time can vary as we wait on the mental health record search and/or fingerprint responses to be sent in, along with waiting for your references to respond.
  • Once your background check is completed and approved by the Chief of Police, your Carry Permit will be electronically sent to you by the Concealed Carry Permit portal.
  • On September 15th, 2023 the Attorney General and the New Jersey State Police issued new certification requirements for Conceal Carry Permits going forward and also the standard which needs to be meet for any permits issued prior to that date. The new training standard is called the Civilian Carry and Range Evaluation (CCARE) protocol. They also provided a deadline of December 31, 2023, to meet those deadlines or your permit will be invalid. Please follow the links below for details:

FARS Application Procedures

Step 1: Since Parsippany has multiple zip codes, please confirm that you reside within the township. We cannot process applications from other townships.
Step 2: Follow the link, which will bring you to the FARS website so you can begin the application process: Click Here
Step 3: FARS will request an ORI number for our Police Department which is NJ0142900. If you need to get fingerprinted, please keep a copy of the Fingerprint Service Code Form which has important codes on it needed to schedule your appointment with the vendor.
Step 4: Complete each step of the application and enter all required information. The application can be completed on a computer or smartphone.

When deciding how many permits you would like to get, remember:

  • A permit is required for each handgun you wish to purchase (each permit is $25)
  • You can purchase 1 handgun every 30 days.
  • Permits are good for up to 180 days.
  • If you decide you want another handgun permit and you didn’t get more than one initially, you will need to apply again.

Step 5: Once you submit your application, you will need to submit payment at the Records window at the Parsippany Police Department for your permits and/or the Firearms ID card. Permits to Purchase handguns are $25 per permit, and $50 for the ID card. We accept checks made payable to the Township of Parsippany or cash. We will not approve an application until payment is made. To avoid delaying your application, we recommend you immediately pay the applicable fees.

  • Please advise your references that FARS will send them an email that will contain a link to the reference questionnaire. If they fail complete the questionnaire, your application will be delayed. If you mistype the e-mail address, please contact us so we can update it.
  • The on-line application is applicant driven. Please ensure that you have entered the best phone numbers for yourself and references as well as the best email addresses for yourself and references.
